Paul Narcisse
Founder
Paul Narcisse is a seasoned professional with over 20 years of experience in procurement and supply chain management. Currently serving as the Purchasing & Supplier Diversity Director for the City of Baton Rouge, Paul is also the owner of Narcisse & Partners International LLC (NPI, LLC), a consulting firm based in Baton Rouge. NPI specializes in financial planning, supply diversity, economic inclusion, and government procurement, guiding clients toward sustainable growth. Known for his strategic approach to city-parish sourcing and community engagement, Paul continues to drive impactful change both within the city government and in his private consulting endeavors.
Paul holds a Bachelor’s degree in Finance from Sacred Heart University. He plans to finalize his MBA at University of Dallas next year. His academic background laid a strong foundation for his career, which began at a mid-sized private sector manufacturing firm where he quickly advanced from a procurement officer to a senior manager, thanks to his keen eye for detail and his ability to negotiate advantageous contracts.
In his role as Purchasing Director, Paul oversees a budget of over $600 million plus, ensuring that taxpayer dollars are spent efficiently and transparently. His initiatives have not only streamlined purchasing processes but have also prioritized local suppliers, thereby boosting the local economy and creating jobs.
A strong advocate for economic inclusion, Paul has implemented several procurement policies that have significantly increased the city parish “Socially Economic Disadvantaged Business Enterprise” along with hiring a team that can fully execute the certification, goal %, vetting and compliance of the program. He works closely with local small business owners to ensure that the city’s needs are met with high-quality, locally sourced products.
Paul is also deeply committed to professional development and mentorship. He regularly speaks at industry conferences and workshops, sharing his insights on best practices in procurement and supply chain management. He is a member of the National Institute of Governmental Purchasing.
Outside of work, Paul is an active community member, volunteering his time with various local organizations. He enjoys basketball, football, hiking, reading historical novels, and spending quality time with his family.
Paul’s dedication to his profession and his community makes him a respected and influential figure in East Baton Rouge’s city parish government and beyond.
